I always assumed it meant your budget was spread thin, like a shoestring.

SurfNturf- Those were great ideas. I think some other low budget wedding ideas could involve the flowers. Purchasing flowers in season are a lot cheaper than buying imported flowers that are not in season.

Also, if you choose to get married on a Friday night, the rate will be cheaper than the Saturday prime spot most couples choose. Flexibility is the key to saving money.

I just want to add that a shoestring budget is generally a modest budget.

For example, if you are planning a wedding on a tight budget means that your funds are limited and you will be planning a wedding on a small budget. For example, you might cut down the number of guests at the wedding and eliminate the open bar at the reception.

The bride can also have her dress made by a seamstress that specializes in wedding dresses. For example, the gown that I wanted was $3,500 but I was able to have a seamstress make the same dress for only $1,500. These are just some ideas for budgeting your wedding.
